The aim of the strategy of the European Union over the period 2008-2013 covered by the 10th EDF is to reduce poverty in the context of sustainable economic and human development. It is based first and foremost on the pillars set by Gabon in its Growth and Poverty Reduction Strategy Document (GPRSD), which was adopted in 2006. It also takes into account the guidelines of the Law of 2003 on land development and land use, in particular as regards the exploitation and protection of natural resources, and the guidelines of the National Good Governance Programme (PNBG).
Gabon has chosen to channel 80% of the resources of envelope A of the 10th EDF, which contains an indicative amount of €49 million, into two focal sectors, namely:
- basic infrastructures, in particular roads and urban sanitation, and
- education and training.
Non-focal-sector measures will cover:
- the exploitation and sustainable management of renewable natural resources,
- private and public sector capacity building, and
- a technical cooperation facility.
All the measures will take into account cross-cutting issues such as good governance, gender, the environment and the rights of individuals. They will also comply with the recommendations of the Paris Declaration of March 2005 on the effectiveness of development aid.
In accordance with Article 4 of the Cotonou Agreement and building on the non-state actors support programme of the 9th EDF which aims to enhance the capacity of civil society organisations in Gabon, particular and constant attention will be paid to non-state actors under the 10th EDF.
