Partnership Approaches for Development-oriented Vocational Training and Labour Migration (PAM)

‘Partnerships for development oriented labour migration’ (PAM) aims to implement developmentoriented migration models for training and employment. Strong partnerships between state, private sector, and civil society actors are intended to create added value for the countries of origin of trainees and skilled workers. The structures in the vocational training sector in the partner countries are to be strengthened and the recognition of migrants' qualifications and skills promoted.

Comprehensive Plan for the Attention and Protection of the Venezuelan Population in Situation of Human Mobility 2020-2021

Ecuador has implemented social protection programmes, regularization and integration processes, as well as plans to attend the requests for refugee status to face the Venezuelan migration phenomenon. The “Comprehensive Plan for the Attention and Protection of the Venezuelan Population in Situation of Human Mobility 2020-2021” constitutes the roadmap for actions of national institutions and the Ecuadorian Foreign Ministry in relation to Venezuelan migration.

Guayaquil’s Centro Municipal Ciudadanos Integrados: Holistic Support for People and Children on the Move

The City of Guayaquil commits to open a welcoming center for migrants and refugees in the city's busiest transit hub. The center will provide migrants, refugees, and Ecuadorian returnees coming into the city with legal assistance, access to education and job opportunities, psychosocial support, and a safe space for children's play and development.

Making Migration Work for Sustainable Development (M4SD) – IOM-UNDP joint global programme

The M4SD Programme (2019-2023) aimed to harness the development benefits and reduce the negative effects of migration for host and home communities, migrants, and their family members. A key component of this Programme was to showcase how inclusive policies can be implemented locally and how the results contribute to achieving the Sustainable Development Goals.

Cantonal Human Mobility Consultative Process

 In Santo Domingo, Ecuador, the Cantonal Human Mobility Consultative Council was created to ensure that migrants, refugees and returnees can exercise their rights and have a voice in policymaking. The Council provides information, giving advice to people on the move to help them navigate administrative processes, access local services, etc., and gathers data about migrant and displaced people’s needs. The Council is composed of migrants, refugees and returnees in Santo Domingo, which enhances trust with the community and allows for ownership.

Ecuador Organic Law on Human Mobility

In Ecuador, the Organic Law on Human Mobility (LOMH) (2017) ensures the rights of people in situations of human mobility in Ecuador and of the diaspora, with clarified definitions, improved institutional coherence including between sub-national and national levels of governance and increased protection people in vulnerable situations. It also builds the competencies of provinces and cities to create more inclusive cities where the rights of all people on the move are protected.

Regularization process of Venezuelan migrants

Ecuador began a year-long regularization process for thousands of Venezuelan migrants who are undocumented or lack visas or a legal right to stay in the country.

Thousands of Venezuelans have entered Ecuador in recent years, fleeing the economic crisis in their country. Many of them use the Andean nation as a transit country to others in South America such as Peru and Chile.

ëDel otro ladoí (On the other side) is a project ñ co-created with migrant and refugees ? that focuses on creating an interactive narrative, based on true stories, to inform the audience about Venezuelan displacement and raise awareness about the problems faced by Venezuelan refugees. A 3D computer-graphic was developed to allow the audience to choose among the different experiences that Venezuelan refugees and migrants in Ecuador had experienced.

Ecuador, supported by the United Nations Office on Drugs and Crime (UNODC), formally adopted the #AQUIESTOY (I'm here) campaign on 11 April, which aims to raise public awareness of human trafficking and to promote a 1-800 number to report suspected trafficking cases.

This campaign is developed in the northern border of Ecuador, and other regions with a large presence of migrants.
