Partnership Approaches for Development-oriented Vocational Training and Labour Migration (PAM)

‘Partnerships for development oriented labour migration’ (PAM) aims to implement developmentoriented migration models for training and employment. Strong partnerships between state, private sector, and civil society actors are intended to create added value for the countries of origin of trainees and skilled workers. The structures in the vocational training sector in the partner countries are to be strengthened and the recognition of migrants' qualifications and skills promoted.

ASEAN Declaration on The Protection of Migrant Workers and Family Members in Crisis Situations

The Declaration recognises the need to provide humanitarian assistance to all migrants and their family members—regardless of their legal status— during crisis situations. It encourages the ASEAN Member States to include migrant workers and their families in all stages of crisis management and ensure they have access to continuing support.

Declarations on Portability of Social Security Benefits for Migrant Workers in ASEAN

The adoption of the ASEAN Declaration on Portability of Social Security Benefits for Migrant Workers in ASEAN is the realisation of the ASEAN Leaders’ commitments made in the 2007 Cebu Declaration and the 2017 ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers. It also reflects the concerted efforts of the Member States to transform ASEAN into a community that is people-centred, inclusive, sustainable, resilient, and dynamic as stated in the ASEAN 2025 Vision.

Governance of Labour Migration in South and South-East Asia (GOALS)

The Project is conceived in response to various facets of labour migration, fair and ethical recruitment and sustainable reintegration, gaps and challenges relating to safe, orderly and regular labour migration and improved skills recognition, in the corridors between South and South-East Asia and the Middle East. Programme Migration & Diaspora (PMD)

Association of Manpower and Supply Code of Conduct

The Viet Nam Association of Manpower and Supply (VAMAS) has published an updated Code of Conduct  for the recruitment of workers for overseas jobs to improve ethical recruitment and better protect migrant workers. 

The Code and its monitoring tools were launched with support from the International Labour Organization (ILO) and the International Organization of Migration (IOM) in Hanoi on 24 April 2018. 

COMMIT (Coordinated Mekong Ministerial Initiative Against Trafficking) – Regional Cooperation

On 29 November 2017, COMMIT (an inter-governmental body of the Governments of Cambodia, China, Lao, Myanmar, Thailand and Vietnam, with UNDP’s UN-ACT project serving as Secretariat), at the 12th COMMIT Senior Officials Meeting, finalized a preamble to support ILO’s General Principles and Operational Guidelines on Fair Recruitment.
