Regional Consultative Processes and International Regional Fora

Khartoum Process brings together 40 European, Horn of Africa and Mediterranean African countries, the European External Action Service, the European Commission, the African Union Commission and seven regional organisations, with a view to preventing and tackling the challenges of human trafficking and smuggling of migrants between the Horn of Africa and Europe, in a spirit of partnership, shared responsibility and cooperation.

Abu Dhabi Dialogue (ADD) is a regional consultative process on managing labour migration in Asia and focuses on developing four key, action-oriented partnerships between countries of origin and destination for development around the subject of temporary contractual labour, based on a notion of partnership and shared responsibility:

Following the Valetta Summit on Migration, the EU agreed on the Valetta Action plan --an extensive, balanced and efficient implementation plan built around five priority fields:

• addressing root causes of irregular migration
• promoting legal migration and mobility
• reinforcing of protection
• preventing and fighting smuggling and human trafficking
• strengthening cooperation in return and reintegration.

Through the  European Agenda on Migration, the EU aims to provide its Member States with tools to build up a coherent and comprehensive approach to reap the benefits and address the challenges deriving from migration, in the medium as well as long term.The European Commission's agenda on migration sets out a European response, combining internal and external policies, making best use of EU agencies and tools, and involving all actors.

Launched in 1994, EURES is a European cooperation network of employment services, designed to facilitate the free movement of workers. The network has always worked hard to ensure that European citizens can benefit from the same opportunities, despite language barriers, cultural differences, bureaucratic challenges, diverse employment laws and a lack of recognition of educational certificates across Europe. It has a portal network of 1,000 EURES advisors who maintain daily contact with employees and employers across Europe.

This Directive, adopted by the European Parliament and the Council in 2008, aims to guarantee protection to temporary workers by recognizing temporary work agencies as employers, while encouraging greater diversity in contractual employment arrangements.

Many countries are experiencing humanitarian migration on an unprecedented scale. Efforts towards the coherent, long-term and comprehensive strategies that maximize the benefits of migration must be continued. The key to maximizing the benefits of immigration is the successful integration of migrants into their host societies.

To this end, the Greek Fund for the Integration of non-EU immigrants (EIF) has sought to promote European cooperation, with the objective of granting equal rights, responsibilities and opportunities for all.

The Joint Statement on the Republic of Moldova-EU Mobility Partnership was signed on 5 June, 2008 in Luxembourg.The Mobility Partnership offers a political framework for cooperation with the EU (European External Action Service, European Commission, European Training Foundation - ETF and European Agency for the Management of Operational Cooperation at the External Borders - FRONTEX) and the EU Member States (Bulgaria, Czech Republic, Cyprus, France, Germany, Greece, Italy, Latvia, Lithuania, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, Hungary) in the field of migration, targeting

The overall objective of the action is to contribute to the development of a regional dialogue and consultation on migration, climate change and the environment. The action will achieve this by organising two regional consultations in West Africa as well as a series of national workshops in Benin, Togo and Guinea-Bissau to enhance the knowledge, capacities and cooperation, both at the national level and among West African countries, on the potential migration can play in establishing adaptation measures in countries adversely impacted by the effects of sudden and slow onset climate change.

As part of the European Agenda on Migration, the European Union has launched the European Trust Fund for Africa. Through funding specific projects linked to the creation of employment opportunities, the enhancement of food and nutrition security or the improvement of migration management, the objective of the Fund is to foster stability along the migration route to Europe and work with African partners.
