Objective 6: Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work

The German IQ Network is composed of federal, regional, and local organizations. Its tasks include supporting authorities responsible for labour market integration such as employment services, chambers of commerce and industry.

The Shortage Occupation List is a strict list of jobs for migrant workers.

The Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao People’s Democratic Republic, Myanmar and Thailand (PROMISE) project funded by the Swiss Agency for Development and Cooperation (SDC) aims to improve the employability of migrants; to promote safe migration from Cambodia, Lao PDR, Myanmar into Thailand; and to contribute to poverty reduction in the region.

All ASEAN Member States adopted  in 2007 the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers.

The Declaration underlines ASEAN Member States’ commitments to, among others, promote decent, humane, and dignified employment, as well as prevent and curb smuggling and trafficking of persons. Indonesia and ASEAN member states are now working towards the establishment of a legally-binding instrument on the protection of all migrant workers, regardless of their employment status.

The Thai Cabinet endorsed in October 2016 the National Strategy Migrant Worker Management B.E. 2560-2564 (2017-2021), which amongst its objectives, include the management of the importation, working condition, and the return to the country of origin of migrant labor and the improvement of migrant labor standards to become in line with international standards.

Currently in its third phase, the ILO Safe Labour Migration Programme in Sri Lanka contributes to promote safe and regular migration through improved policies and legal frameworks related to labour migration and better service provision to migrant workers and their families.

eMigrate project is a transformational initiative of the Overseas Employment Division of MEA, Government of India, to automate the current emigration processes and eco-system.

The ministry has undertaken this transformational e-governance program with a vision to transform emigration into a simple, transparent, orderly and humane process.

This Recommendation supplements the Migration for Employment Convention (Revised 1949), No.97 by including provisions for migrants who are refugees and displaced persons.

The Recommendation contains guidance on, among other matters, the organization of the free service provided to assist migrants and the types of assistance that it should provide, as well as the information that  States should make available to the ILO. It provides for the regulation of intermediaries undertaking the recruitment, introduction or placing of migrants for employment.

Canada has industry associations that coordinate with the government, private sector, and civil society to inform immigration policies and capacity building programs. For example, The Information and Communication Technology Council (ICTC) of Canada coordinates with governments, associations, schools, employers, and immigrant and community organizations to ensure that employers meet their hiring needs. ICTC works to inform immigration policies governing the admission of tech and IT talent based on employer feedback.

 The Employment Proclamation 2016 states that employment generation is based on creating job opportunities at home. 

Following series of consultations with stakeholders, pertinent bodies and citizenry, members of the House of Peoples' Representatives had unanimously passed new Overseas Employment Proclamation No. 909 /2015.
