This policy reflects the Costa Rican Government's commitments for the next 10 years (2013- 2023) to manage and control migration flows, ensure adequate integration of migrants and promote national development through regulation and coordination of inter-agency actions on migration.
For the first time since independence in 1957, the Government of Ghana has formulated a National Migration Policy (NMP) to help manage its internal and international migration flows in the context of national development as well as sub-regional, regional and global interests. The Government of Ghana formally approved it in April 2015, policy which was developed with support from IOM Ghana and the IOM Development Fund (IDF).
In 2012, Ghana adopted the Act 848 which amends the Immigration Act, 2000 (Act 573) to provide for the offence of migrant smuggling. This act defines what migrant smuggling is and the penalties incurring for people engaged in migrant smuggling.
In 2010, the African, Caribbean and Pacific (ACP) Group of States and the European Union (EU) agreed on a Joint Declaration on Migration and Development that was endorsed by the ACP-EU Council in June 2010. In this declaration, the parties committed to strengthen and deepen cooperation in the area of migration, in particular based on three pillars:

Since its inception in 2002, the Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) has effectively raised regional awareness of the consequences of people smuggling, trafficking in persons and related transnational crime. It is a forum for policy dialogue, information sharing and practical cooperation to help the region address these challenges. The Employer Sanctions Directive sets out rules to target employers who employ irregular migrants. For example, employers hiring undeclared workers would face sanctions, including fines and paying back wages to their workers. In some cases – such as repeated or conscious hiring of undocumented migrants, or hiring of children or victims of human trafficking – the employers could be punished under criminal law. Furthermore, the legislation includes protection measures in favour of non-EU workers, especially those exploited by unscrupulous employers.

Given the practical action oriented focus, the agreed checklist will be launched by the governments of Jamaica, Ghana and others at GFMD 2012 in Mauritius as a migration and development practice. The launching governments will initiate a "call for action" for governments to identify which provisions in the checklist are already being implemented in their countries and send in these good practices to UN Women. With the help of partner agencies, responses will be collected and an analytical inventory of protection initiatives by GFMD governments developed.
