The International Forum of Moroccan Competencies Abroad (FINCOME - Forum International des Compétences Marocaines Résidant à l’Étranger)

The International Forum of Moroccan Competencies Abroad (Forum International des Compétences Marocaines Résidant à l’Étranger) was set up in 2007 to mobilize the skills and investments of Moroccans abroad to support development projects under the national economic and social plan. Based on a public-private partnership around business, science and research interests, it involves the diaspora in its planning. Their expertise offers a more cost effective alternative to expensive foreign experts working on development schemes in Morocco.

Bilateral seasonal migration program between France and Morocco

The seasonal foreign worker programme aims to facilitate circular migration, provides employers with regulations and guidelines on their obligations and ensures the protection of migrant workers' rights. The programme focuses on origin countries with which France has concluded bilateral agreements: Tunisia, Morocco, and Poland.

 

Mobilization of Moroccans living abroad to participate in the development of Morocco

It is a process that has different phases. The first one is the identification of skilled migrants in host countries. Once they are identified, networks of migrants are established. Within these networks, migrants are encouraged to create thematic groups. Once this network is constituted, a big national seminar in Morocco is created to which Ministries, National Institutions, Center of Research and Universities are invited. So far, there are networks in Germany, the United States, Canada and Denmark.

IntEnt Foundation - Enterprising Across Borders

Originated from the Netherlands, IntEnt was set up to facilitate the creation of new business by entrepreneurial and enterprising migrants. IntEnt distinguishes itself from regular SME promotion programmes with its special focus on bridging two worlds. Its services are primarily offered to migrants who wish to set up a business in their countries of origin.

MDM INVEST Fund

The MDM INVEST, is a fund aimed at promoting the investments of Moroccans residing abroad, by matching a 10% subvention by the Government and up to 65% credit by a bank. The migrant investor must bring in at least 25% of total budget.

Temporary Return of Qualified Nationals

The Temporary Return of Qualified Nationals (TRQN) programme enables the Diaspora of the targeted countries to contribute to the reconstruction and development of countries of origin. The objective of the programme is to contribute to the reduction of poverty and to stimulate economic development by strengthening the institutional capacities of both public and private organisations.

Improving the Governance of Labour Migration and the Protection of Migrant Workers’ Rights in Tunisia, Morocco, Libya and Egypt

This project is designed to strengthen national institutional capacities to govern labour migration and to reinforce male and female migrant worker protection. The project:

i) provides national stakeholders with knowledge, capacities and practical tools to elaborate and implement coherent rights-based, gender-sensitive labour migration policies through consultation with social partners and relevant civil society organizations;

MEDMA 2

MEDMA2 (Mobilisation des Marocains Résidant à l'Étranger pour le Maroc) is a pilot project aimed at mobilising the Moroccan Diaspora legally settled in Belgium to contribute to the development of their country of origin. Financed by the Belgian Cooperation agency, the project has been implemented since May 2012 by the International Organization for Migration, through its offices in Rabat and Brussels.

This project is implemented in close collaboration with the Ministry in charge of Moroccans living abroad (MCCMRE) and the Foundation Hassan II (FHII).
