The International Organization for Migration (IOM), Mission to Moldova is proud to present the result of a two years work in the field of migration data collecting and analysis in Moldova - the Extended Migration Profile (EMP) Report of the Republic of Moldova, developed in context of the project “Supporting the implementation of the migration and development component of the EU–Moldova Mobility Partnership”, funded by EU and implemented by IOM.

“Migration in Moldova: A Country Profile 2008” is part of a series of migration profiles produced by IOM Budapest within the “Black Sea Consultative Process on Migration Management” project, funded from IOM’s 1035 Facility. Moldova is a net emigration country. Moldavians started to emigrate soon after the country proclaimed its independence, but emigration (especially Labour migration) has started to peak in the late 1990s following a severe economic crisis.

The Council has been established as an effective mechanism of cooperation. In practice, Russia and partners from CIS have signed bilateral and multilateral agreements and schemes for organized recruitment of foreign labour force which guarantee migrants with rights, competitive salaries, security and other crucial issues.

Effective Governance of Labour Migration and its Skills Dimensions - Moldova, Ukraine

The project "Effective Governance of Labour Migration and its Skills Dimensions" aims to buid the capacity in both Ukraine and Moldova to:

  • analyse the skills shortages and oversupply resulting from migration;
  • balance migration flows and return with national needs and EU Member States skills needs;
  • strengthen PES capacity;
  • propose a system for validation of informal learning; guide on skills matching and qualification recognition and design of occupational profiles.

Effective Governance of Labour Migration and its Skills Dimension (2010-2013)

The project works to strengthen the organizational and institutional capacity in Moldova and Ukraine to regulate legal labour migration and promote sustainable return. It focuses on enhancing human resources capital and preventing skills waste. The project intends to build capacities to:

i) analyse the skills shortages and oversupply as a result of migration;

ii) balance migration flows and return with national needs and EU Member States skills needs;

iii) negotiate and manage labour migration schemes, including bilateral agreements on social protection, and;
