OECD Programme for the International Assessment of Adult Competencies (PIAAC)

The Programme for the International Assessment of Adult Competencies (PIAAC) is a programme of assessment and analysis of adult skills. The major survey conducted as part of PIAAC is the Survey of Adult Skills. The Survey measures adults’ proficiency in key information-processing skills - literacy, numeracy and problem solving - and gathers information and data on how adults use their skills at home, at work and in the wider community.

Global Mapping Study: Engaging with the Private Sector on International Migration

Commissioned by the GFMD, the mapping study was carried out by the Hague Process on Refugee and Migration with assistance of International Organisation of Employers (IOE), the World Economic Forum (WEF), the Council for Global Immigration and other contributing partners in order to gather information on how to deepen and diversify GFMD engagement with targeted business sectors including construction; mining and extractives, recruitment, insurance, financial services, and others.

Migrant Integration Policy Index (MIPEX)

MIPEX is a fully interactive tool and reference guide to assess, compare and improve integration policy. MIPEX is produced by the Barcelona Centre for International Affairs (independent think tank) and the Migration Policy Group (European NGO), with funding support from the European Union (CrossMigration project) and the Centre for Global Development Europe. The project also collaborates with a variety of other partners, including academics. 

EU Employer Sanctions Directive

The Employer Sanctions Directive sets out rules to target employers who employ irregular migrants. For example, employers hiring undeclared workers would face sanctions, including fines and paying back wages to their workers. In some cases – such as repeated or conscious hiring of undocumented migrants, or hiring of children or victims of human trafficking – the employers could be punished under criminal law. Furthermore, the legislation includes protection measures in favour of non-EU workers, especially those exploited by unscrupulous employers.

Support of Circular Migration and Re-integration Process in Armenia

This project of the EU aims to contribute to the protection of rights of Armenian citizens leaving for work abroad, economic stabilisation and reintegration of labour/circular migrants and the prevention of irregular migration. The specific objective is to empower all stakeholders in Armenian labour/circular migration in order to make migration work better for development.

• Inter-agency networking within migration environment;

• Study of reintegration programs;

• Training and study trips for government agencies;

EU Protection of Seasonal Workers Directive

The Seasonal Workers Directive, which was agreed upon in 2014, should ensure that seasonal workers will enjoy equal treatment with EU nationals in terms of employment, including the minimum working age and working conditions, including pay and dismissal, working hours, leave and holidays, as well as health and safety requirements at the workplace. To this end, it should help prevent exploitation and protect the health and safety of non-EU seasonal workers.

EU Immigration Portal

The EU Immigration Portal serves as a first point of entry to reliable, practical and up-to-date information on immigration issues. It provides useful basic information written in user-friendly language and gives rapid and direct access to relevant external websites for further information. In concrete terms, the portal helps potential migrants to:

- Better understand the EU admission rules and procedures;

- Identify job and study opportunities;

- Find information on the rights of non-EU citizens who are in the EU;

Mutual Recognition Agreements in the ASEAN region

ASEAN Members States (AMS) aim to realize the free flow of skilled labour within ASEAN by 2015 as embodied in the Economic Blueprint, one of the three blueprints adopted for the ASEAN Economic Community (AEC). 

Thus far, a Mutual Recognition Arrangements (MRAs) Framework has been formalized among AMS for the mutual recognition of education and experiences obtained in seven priority sectors

OECD Database on Migrants in OECD Countries

This database is based on censuses of OECD countries and provides comprehensive and comparative information on a broad range of demographic and labour market characteristics of immigrants living in OECD countries. It is helpful to better understand migrant characteristics and inform policy development in this regard: highly qualified migration and brain drain issues, available skills and qualifications among diaspora members, localization and so on. 

Administration of Temporary Contractual Employment Cycle

The Governments of India, the Philippines and the United Arab Emirates launched a pilot project to test and identify best practices in managing the temporary contractual employment cycle. The lessons learned from the pilot project will form the basis for developing a comprehensive regional framework that can be carried out on a much larger scale.
