Recognized Seasonal Employers' Scheme (RSE)

In 2006, New Zealand introduced the Recognized Seasonal Employers Scheme (RSE) to fill labour shortages in the horticulture and viticulture industries. Under this scheme, employers can apply for RSE status to fill vacant positions. Priority is given to migrants coming from the Pacific, with the idea of encouraging a mutually beneficial relationship where employers have access to a secure labour supply and workers gain entrance into the New Zealand labour market.

WTO GATS Mode 4

Under the General Agreement on Trade in Services (GATS), the movement of natural persons is one of the four ways through which services can be supplied internationally. Otherwise known as “Mode 4”, it covers natural persons who are either service suppliers (such as independent professionals) or who work for a service supplier and who are present in another WTO member to supply a service. It is a multilateral framework available on a non-discriminatory basis to all WTO Member States.

Free Movement in the Economic Community of West African States (ECOWAS)

The Economic Community Of West African States (ECOWAS) is a regional group of fifteen countries, founded in 1975. Its mission is to promote economic integration in "all fields of economic activity, particularly industry, transport, telecommunications, energy, agriculture, natural resources, commerce, monetary and financial questions, social and cultural matters .....".

ECOWAS has introduced the ECOWAS Passport and APEC has put in place an APEC-visa for certain categories of people to facilitate their movement in these groupings' member States. 

The Pan-African University's Nyerere Program

The Nyerere Program aims to contribute to high-level African human resource development and retention and supporting intra-African academic mobility. It covers a range of initiatives to boost mobility for students and staff in higher education, promoting research and capacity building and acting to stem the numbers of qualified graduates leaving for jobs outside the continent.

Mauritius Occupation Permit

The Occupation Permit (OP) is a combined work and residence permit which allows foreign nationals to work and reside in Mauritius under the following 3 specific categories(Investor, Professional & Self-Employed).

With this facility, if private sector needs are not met, the Government can issue Occupation Permits allowing a company to meet their needs abroad. This facility also covers foreign investors.

Triple Win Project

The Triple Win Project, coordinated by Germany's Development Ministry (GIZ), aims to match a surplus of qualified experts in countries of origin with unfilled vacancies in Germany. Participating third countries are Serbia, Bosnia and Herzegovina and Philippines. The term "triple win" refers to the benefits for the migrant and the labour market in the country of origin, the shortage sector in the country of destination and the development stimulus received by the country of origin through remittances.
