Program “Healthy Ecuador, I am back for you”

In recent years, the Ecuadorian government has had an agenda with focus on the return of intellectuals and highly trained nationals who emigrated in search of better opportunities, often driven by economic incentives and hence contributing to the country’s “brain drain”. One of the policies that is being implemented in order to facilitate the repatriation of national professionals is the program “Healthy Ecuador, I am back for you”; it seeks to promote the voluntary return of Ecuadorian doctors and specialists of the health sector living abroad.

Permanent Migratory Status

The objective of the Permanent Migratory Statutes with Peru, Colombia and Venezuela is to ensure the respect for human rights of immigrants in an irregular situation and those of their families; the non-criminalization of irregular migration; the establishment of minimum requirements that do not go against the constitutional principle of freedom of movement; the prevention of violation of rights of groups with special needs for protection; and the application of the principles of consistency and co-responsibility.

Todos Somos Migrantes Campaign (We are all migrants)

Starting from 2008, the government of Ecuador launched the campaign "Todos Somos Migrantes" (We are all migrants) which aimed at raising awareness on the importance of migrants, as well as promoting principle of universal citizenship, the right of all human being to migrate and harmonious coexistence. In 2010, the campaign refocused its objective to fighting against discrimination, racism and xenophobia.

The Migration Profile of Ecuador (MPE) is the first of three Migration Profiles, namely of Argentina, Colombia and Ecuador, produced and published in the Latin American region. It is an update of the first version prepared by IOM Quito in July 2006. Prepared by IOM’s Ecuador Mission in coordination with IOM Geneva’s Research and Publication units and with support from the Sasakawa Endowment Fund, the MPE offers a thorough understanding of the current status of human mobility in Ecuador.

Ibero-american Multilateral Agreement on Social Security

The Multilateral Social Security Agreement is an instrument for coordinating the Social Security legislation on pensions of the different Ibero-American countries. The Ibero-American Multilateral Agreement on Social Security is a pioneering experiment with the objective of guaranteeing the rights of Ibero-American migrant  workers and their families to a contributory old-age, disability or survivors’ pension within a common area, the Ibero-American Community, formed by 22 countries of Latin America and the Caribbean and the European Union.

Permanent Migratory Statute (Estatuto Migratorio Permanente)

The Permanent Migratory Statute is an instrument that aims to facilitate the migratory regularization and stay of migrants between Ecuador and Peru in order to eliminate irregular migration on the basis of the principles of transparence, coherence, shared responsibility, good faith and the defense of the migrants' human rights with non-discriminatory and fair treatment practices.

 

Banco Solidario

The Banco Solidario provides small loans at very competitive rates for migrants departing to Spain in order to cover the costs of their flight, the first days in Spain and family support until the migrant receives his/her first pay.

Patria Grande (National Program for Migrant Documents Regularization)

The Argentinean National Migration Directorate established via its disposition N. 53253/2005 a "National Program for Migrant Documents Regularization", which was also called "Patria Grande". This programme was arranged to regularize the immigration status of natives of foreign countries belongining to MERCOSUR (Argentina, Bolivia, Brazil, Paraguay, Uruguay and Venezuela) and their associate member countries (Chile, Colombia, Ecuador, Guyana, Peru and Suriname), that were residing in Argentina prior to April 17th, 2006.
