Summary
The Prague Process Action Plan 2023-2027 was adopted at the Fourth Prague Process Ministerial Conference, held by the Czech Presidency of the Council of the EU on 24-25 October in Prague. The Action Plan sets 53 concrete actions within the six priority areas for cooperation:
Through its Financing Facility for Remittances (FFR), IFAD is working to mobilize Malian migrant investment to encourage economic development entrepreneurism and employment in Mali, and to stimulate the economic inclusion of young Malians and offer them an alternative to migration, particularly in rural areas.
In Lyon, the Agence Lyon Tranquilité et Médiation (ALTM), an agency of mediation promoted by the municipality, helped to decrease social tension in Gabriel Péri square, which plays a central role for migrant populations in the city. This initiative deploys uniformed mediators to promote long-term social cohesion in a specific and ‘problematic’ area of the city. This state-led intervention exemplifies how social cohesion can be strengthened through a collective, holistic approach that aims at building bridges rather than promoting exclusionary security measures.
France issues Temprary Residence permits to non-EU foreign nationals who benefit from an employment contract of more than 3 months concluded following, in particular, the difficulties encountered by an employer in recruiting on French soil of employees already admitted to the labor market.
The temporary residence card (STC) "Temporary worker" is issued for any employment contract of between 3 months and 12 months.
Since the G20 Summit of 2015, France has adopted a National Plan on Remittances which seeks to: (i) facilitate remittances by reducing their costs; (ii) maximizing the value of remittances by orientating them towards sustainable and growth-generating projects; (iii) improve its knowledge of remittances fluxes to develop a better understanding of migrants’ needs. The improvement of migrants’ access to financial products and services was already one of the axes of a law adopted in 2014.
Adecco Analytics is an example of a big data analytical programme of skills needs. Adecco Analytics creates ergonomic solutions for decision-making, based on specific algorithms. The objective is to enable decision-makers to better understand the dynamics and challenges of employment in different sectors, occupations and territories, in order to anticipate and increase operational efficiency. It was made available freely to several NGO’s working with refugees in France.
The association ‘Migration and Development’ is a civil society organization which has been engaged in integrated and participative development with migrants in southern Morocco for many years. Its engagement is anchored in the intention of enhancing the synergies between migrants and their territories in their community of origin. As such, the communities of origin are strongly involved in defining their needs and ensuring that migrants’ contributions are factored in when seeking to contribute to the development of communities of origin.
The Mediterranean City-to-City Migration Project (MC2CM) implemented by the International Centre for Migration Policy Development (ICMPD) in partnership with United Cities and Local Governments (UCLG) and UN Habitat, as well as UNHCR as an associate partner, aims to create a network of 10 European and Southern Mediterranean cities in order to facilitate exchange of experience among and to contribute to improved migration planning and governance in these cities.
The general objective is to support local development projects and productive investments (collective and individual) of the Malian diaspora in Mali with i) a dedicated support mechanism for entrepreneurs in France and country of origin ii) activities with public institutions and private sector institutions to improve the investment climate in countries of origin
