In the end of 2016, the Government of Indonesia has enacted the Presidential Decree No. 125 to be an operational guideline in the handling of refugees, especially during emergencies. 

It provides greater clarity regarding the status of an estimated 14,000 asylum seekers and refugees currently residing in Indonesia as they hope to be resettled elsewhere.

All ASEAN Member States adopted  in 2007 the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers.

The Declaration underlines ASEAN Member States’ commitments to, among others, promote decent, humane, and dignified employment, as well as prevent and curb smuggling and trafficking of persons. Indonesia and ASEAN member states are now working towards the establishment of a legally-binding instrument on the protection of all migrant workers, regardless of their employment status.

Access to education is fundamental in leaving no one behind in the thrust towards SDGs. In that regard, Indonesia, working together with CSOs and private sectors, has established several community learning centers in Malaysia to ensure access to education for the children of Indonesian migrant workers in Malaysia.

While appreciating the Government of Malaysia for this policy, Indonesia calls on receiving countries to give broader access to education for migrants and their families.

In 2009, Jordan and Indonesia signed a Memorandum of Understanding (MOU) concerning domestic workers which covers not only the costs migrants incur at the pre-departure stage, but also while at the destination and even upon return.

Malaysia and Indonesia signed an MOU on the Recruitment and Placement of Indonesian Domestic Workers on 15 May 2006, amended by a Protocol on 30 May 2011, which provides protections for domestic workers.

There is a bilateral agreement between Indonesia and the Republic of Korea on the placement of Indonesian labor migrants to ensure their fair treatment according to the Korean employment permit system scheme.                          

The ASEAN Forum on Migrant Labour is an open platform for the review, discussion and exchange of the best practices and ideas between governments, workers’ and employers’ organizations, and civil society stakeholders on key issues facing migrant workers in ASEAN. The forum also has produced recommendations to advance the implementation of the principle of the ASEAN declaration and protection and promotion of the rights of the migrant workers. 

Japan and Indonesia have established a close economic relationship in a wide range of areas: both sides have considerable mutual commercial interest and there’s complementary nature of trade and investment structure of Japan and Indonesia.  IJEPA aims to strengthen and promote mutually beneficial economic ties between the two countries, and contribute to realizing multi-layered cooperation for capacity building in various ways.

Mandiri Bank sealed an agreement with Dairy Farm Company, that manages 7-Eleven retails, to provide money transfer service for Indonesian citizens who currently work in Hong Kong. Through this cooperation, Indonesian citizens who want to send their money back home can simply use their payment card, which they can get from Mandiri Bank, in all of the 900 7-Eleven retail shops in Hong Kong.

The overall goal of the project is to contribute to Indonesia’s efforts to fight trafficking in persons by strengthening the capacity of the Government and civil society to protect and empower victims of trafficking as well as preventing vulnerable persons from being trafficked.
