The Government of the Russian Federation determines every year the need for directing foreign workers, and include them by priority educational and qualification groups, taking into account political, geographical, social and demographical situations in the Russian Federation. The Government of the Russian Federation sets quotas for work permits to foreign citizens.
This study has three objectives:
1) analyze migration and development in Europe;
2) provide input for continued policy discussions on migration and development beyond Europe, and;
3) assist states in identifying possible future directions, as well as common ground for addressing migration as an inherent part of development.
The purpose of the Future of Migration 2020 project (launched in spring 2012) was to draw up a Migration Strategy for Finland. Work on the Strategy was completed in late spring 2013 and it was adopted in the form of a Government Resolution on 13 June 2013.

The Strategy on Reintegration of Returned Albanian Citizens is part of the national migration policy. It further expands those reintegration measures of the National Strategy on Migration which do not fully address the reintegration issues. The Government of Mexico has created the Institute of Mexicans Abroad (Instituto de los Mexicanos en el Exterior) to provide support to emigrants and promote leadership abroad; it helps improve the integration of Mexican communities in destination countries and maintains systematic and direct communication between Mexico and its Diaspora.
In 2011 the United States of America launched IdEA - the International Diaspora Engagement Alliance - a non-profit organization managed via a public-private partnership between the U.S. Department of State, the U.S. Agency for International Development (USAID) and the Calvert Foundation. IdEA provides a platform to foster engagement between the U.S.
The Government of Nepal has signed bilateral labour agreements with five major destination countries, namely the Kingdom of Bahrain (April 29, 2008), the State of Qatar (April 21, 2005), the United Arab Emirates (July 3, 2007), the Republic of Korea (July 23, 2007) and Japan (2009). The Government is also taking into consideration signing labour agreements with Oman, Lebanon and Malaysia.
Ghana's Shared Growth and Development Agenda (GSGDA) 2010 - 2013 identifies the major policy thrust for migration by, inter alia: establishing a comprehensive institutional framework for the management of migration, harmonizing legislation on migration, creating a comprehensive database on migration, mainstreaming migration into the national development policy framework and building the human, technical, and logistical capacity of migration institutions for better migration management.
