Empowerment Programme, Mauritius

The Government of Mauritius has established a multi-agency "Empowerment Programme", in order to, among other objectives, mount training and re-skilling programmes for the unemployed and to enhance Small and Medium Enterprise (SME) development.  Established in 2006,  the Programme has become today an important tool in efforts to reskill those who have lost jobs in declining sectors, to reintegrate those who are left behind and to prevent those on the periphery from sliding into poverty. 

Mauritius Occupation Permit

The Occupation Permit (OP) is a combined work and residence permit which allows foreign nationals to work and reside in Mauritius under the following 3 specific categories(Investor, Professional & Self-Employed).

With this facility, if private sector needs are not met, the Government can issue Occupation Permits allowing a company to meet their needs abroad. This facility also covers foreign investors.

Dual Training and University Placement Program

The Dual Training and University Program is based on the active cooperation of the Private Sector and the universities in Mauritius. In this collaboration, the university and private sector representatives sit together and assess the future job needs. This close collaboration allows for gradutes to have higher possibilities of finding a job after finishing university.

Strengthening Policy Making Capacities of African Diaspora Ministries (SEDIMA)African Diaspora Policy Centre (ADPC)

The African Diaspora Policy Centre (ADPC) programme Strengthening Policy Making Capacities of African Diaspora Ministries (SEDIMA), which ran from July 2012 to July 2015, aims to contribute to strengthening policy making capacities and practical operations of African government officials serving at the newly-formed Diaspora Ministries and related institutions tasked with overseeing Diaspora and development-related matters.

Mauritius

Since independence in 1968, Mauritius has enjoyed a strong pluralistic democratic system and a sound human rights record. It is now leading an open and constructive dialogue with stakeholders on governance issues, including civil society and its main development partners. The Government remains committed to further improvements in governance as reflected in the broad governance commitments made in the context of the 2008-2013 European Commission – Republic of Mauritius Country Strategy Paper (CSP).

Mauritius' Circular Migration Case

As part of its reform program and human resource development (HRD) strategy, Mauritius has been active in promoting circular migration. Since 2006, Mauritians have embarked on Circular Migration Programmes and some 300 workers have taken employment in Canada. In April 2010, a Bilateral Agreement with France was ratified; its implementation will start soon.
