The Seasonal Agricultural Workers Program was established in 1974. It has proven to be a successful labour mobility program between Canada and Mexico; it is a model of international cooperation that has demonstrated the possibility to maintain an effective and regulated flow of migrant workers between the two countries.
FAO supports rural youthwith alternatives to migration in a number of countries through fostering decent rural employment in sustainable agriculture and agribusiness along value chains.
Foreigners in Mexico who find themselves in any of the following circumstances shall be authorized this status which allows them to stay in the country:
a) Being an injured party, victim of or witness to any crime committed in national territory. The injured party or victim shall be deemed to be that person who is the passive subject of criminal conduct, regardless of whether the perpetrator is identified, apprehended, prosecuted or convicted, and irrespective of the family relationship between the victim and the perpetrator.
Mexico, El Salvador, Guatemala and Honduras agreed to lay the foundation for an understanding on establishing a Comprehensive Development Plan that will promote development and create opportunities in the region, in order to help prevent migration while simultaneously attacking its structural causes.
The Mexico-Canada High Level Dialogue on Human Mobility (DANMov) is the main dialogue mechanism between authorities of Mexico and Canada on migration issues. It takes place once a year, initiated first in 2016. Its objective is to promote the exchange of information on migration trends and good practices, and to facilitate the mobility of people, as well as strengthen regional and global cooperation towards orderly, safe and regular migratory flows. This mechanism has contributed to broaden the scope bilateral of cooperation on migration issues and strengthen mutual trust.
REFRAME will contribute to taking forward the ILO’s Fair Recruitment Initiative, which was launched in 2014 and is a global multi-stakeholder’s Fair Recruitment Initiative to prevent human trafficking and forced labour; protect the rights of workers, including migrant workers, from abusive and fraudulent recruitment and placement processes; and to reduce the cost of labour migration and enhance development outcomes for migrant workers and their families, as well as for countries of origin and destination.
In 2014, Mexico updated its laws, incorporating the norms of the Convention on the Rights of the Child, directly prohibiting immigration detention of children. This step forward for children and migrants rights necessitated a need to look for ways to implement alternatives to detention for immigrant children in Mexico. To do this, Mexico has established a national working group bringing together all releveant implementers - including child right authorities, CSOs, goverrnment departments, and UN Agencies.
The Somos Mexicanos ('We are Mexicans') program provides support to members of the Mexican diaspora who choose or are forced to return to Mexico. An initiative of the Mexican Ministry of the Interior beginning in 2014, the program includes support on food and health, identity, communication to families, transfer and shelter. It also seeks to maximize the productive reintegration of returnees, providing guidance on job opportunities, access to socail programs, and options to continue studies.
Knowledge of financial management and economic rights is important to ensuring the overall economic welfare of migrants and to maximizing the social benefits of remittances to a community.
In its national development plan 2013-2018 the Mexican government established as the fifth national goal (Mexico with Global Responsibility) to implement strategies and actions for social integration and financial education for Mexican nationals living abroad. This is the mandate of the Institute for Mexicans Abroad (IME).
