Migration and Health

Three Somali regions (Somalia, Somaliland and Puntland) have mainstreamed migration into their respective Health Sector Strategic Plans January 2013 – December 2016. There is recognition of the great reliance of the public health system on contributions from by bilateral donors, UN agencies, and NGOs, which are nevertheless short-term interventions. Similarly, diaspora contributions to human resource development are acknowledged; in some cases it is noticed that skills are concentrated in a few young well-trained staff from the diaspora.

• The relevant authorities are aware of the mutual influence of migration on the health sector and dynamic of health sector on migration in Morocco.

• The Ministry of Health integrates the topic M & D in sectoral planning and in the national 2016-2017 strategy.

Expected outcomes :

The MIDA Ghana Health Project (2002-2012) enabled Ghanaian health professionals living in Europe to undertake temporary assignments to contribute to the development of human resources in the health sector in Ghana. The project was funded by the Netherlands and implemented by IOM in close cooperation with the Ministry of Health of Ghana and Ghanaian diaspora professionals.

In recent years, the Ecuadorian government has had an agenda with focus on the return of intellectuals and highly trained nationals who emigrated in search of better opportunities, often driven by economic incentives and hence contributing to the country’s “brain drain”. One of the policies that is being implemented in order to facilitate the repatriation of national professionals is the program “Healthy Ecuador, I am back for you”; it seeks to promote the voluntary return of Ecuadorian doctors and specialists of the health sector living abroad.

The Ministry of Health is working closely with foreigners in the following areas:

- Occupational medicine: Ambatovy QMM: staffing materials and medical equipment, services (medical and surgical consultation, screening), Community Health, health education (Water, Sanitation and Hygiene, Waste Management)-

- Humanitarian mission :

Chinese medical mission with the MoU between the Chinese Government and the Government Malagasy: Intervention areas: Mahitsy, Vatomandry, Ambovombe, Sambava.

The MOA between the Philippines and Bahrain is aimed at creating alliances between the Philippines and Bahrain's recognized healthcare and educational institutions to produce sustainable international education, training and professional/technical development programs. The agreement includes the Exchange of Human Resources for Health, Scholarships Program and Academic Cooperation on Human Resources for Health and among others.

1. Migrant workers employed through bilateral MOUs

The plan promotes the coordination and inter-linkage of actions over a 5 year horizon (2016-2020) and seeks to give people incentives to stay in their own countries by means of structural change that offers economic opportunities and transforms the citizen’s of the Northern Triangle of Central America quality of life, mainly in regions affected by the highest rates of poverty, migration and vulnerability.

The program establishes a number of feeding centers and therapeutic nutrition centers to address malnutrition and improve the nutrition needs of refugees and displaced populations in the Eastern and Far-East of the country.

Providing land and space for accommodation of refugees from CAR and Nigeria, satisfy their basis needs and protecting their rights (education, health, security) in the East and far North regions of the country.
