Carmen de La Legua: Municipal Plan of Local Action to Build a Future with Migrants and Refugees 2023 - 2026

The municipal government of Carmen de la Legua commits to the implementation of a Municipal Plan of Local Action to build a future with Migrants and Refugees 2023-2026, which will allow:

Contribute to the elimination of all forms of discrimination and promote evidence-based public discourse.
Promote the mainstreaming of migration and forced displacement in municipal services, as well as in local, regional, and multilateral partnerships as a mechanism to increase cooperation between cities.

The campaign spans civil society and the private sector, and is designed to increase the solidarity of the Peruvian society towards Venezuelan immigrants, through social media, community workshops, and street theatre performance.

Programme Migration & Diaspora (PMD)

The PMD programme is financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and supports key actors in making more effective use of regular migration and diaspora engagement to achieve their development goals. MERCOSUR Residence Agreement

Nationals of signatory States may apply for a temporary residence permit of up to two years in another country of the block, and may apply for permanent residence before expiration of the temporary residence permit. These nationals are also provided work permits, the only requirements being that they present a valid passport, birth certificate and police clearance certificate.



Intersectoral Working Group for Migration Management

The Peruvian National Migration Policy (PNM) dedicates particular importance to achieving the full reintegration of the returned migrant into the economy and society in a long-term vision. Their logo is "Migrate Safely - Safely Return", to make visible the virtuous circle that migration should be.

Agreement on residence for Citizens of the States Parties of Mercosur and Associated States

Ecuador has negotiated a residence agreement with the countries of Mercosur and Mercosur’s associated countries with the aim of regularizing the South American migrants that are in Ecuador as well as the Ecuadorians living in countries within the region. This enables nationals and migrants alike to stay in their countries of desitnation for a specific period of time, or apply for residency after two years.

Permanent Migratory Status

The objective of the Permanent Migratory Statutes with Peru, Colombia and Venezuela is to ensure the respect for human rights of immigrants in an irregular situation and those of their families; the non-criminalization of irregular migration; the establishment of minimum requirements that do not go against the constitutional principle of freedom of movement; the prevention of violation of rights of groups with special needs for protection; and the application of the principles of consistency and co-responsibility.
