Empowerment and Rights of Migrants

In Morocco, national consultations were held in September 2017 with civil society and diaspora representivatives, scholars and researchers, represensatives of the private sector and public institutions. These national consultations have enabled Morocco to come with a consolidated contribution to the Global Compact, the "Recommendations of the Kingdom of Morocco on the Global Compact for Safe, Orderly and Regular Migration."

The program aims to improve migration management in the region, and in particular to address the trafficking and smuggling of migrants within and from the Horn of Africa. The priority is to strengthen the rights of migrants and protect them better from violence, abuse and exploitation. The aim is to make migration in the region easier and safer.



The program’s activities are being implemented on four levels:

San Francisco has set up a varied legal framework in order to be a city of inclusion for migrants. Primarily, based on the principle that migrants have a right to justice regardless of their migratory stats, and that migrants should have access to basic services, in 1989 San Francisco passed the "City and Country of Refuge" Ordinance (also known as the Sanctuary Ordinance).

In the UK, there are workshops for young migrants to teach skills such as campaigning on key issues:

Nationals of signatory States may apply for a temporary residence permit of up to two years in another country of the block, and may apply for permanent residence before expiration of the temporary residence permit. These nationals are also provided work permits, the only requirements being that they present a valid passport, birth certificate and police clearance certificate.

The Handbook for Armenians Abroad was published in 2010 by the Armenian Ministry of Diaspora with the support of the ILO-EU project 'Towards Sustainable Partnerships for the Effective Governance of Labour Migration in the Russian Federation, the Caucasus and Central Asia'.

In 2006, the Korea International Labour Foundation (KOILAF) established the Interpretation Support Centre for Foreign Workers, which provided interpretation services free of charge in English, Chinese, Vietnamese, Mongolian, Thai, Russian, and Indonesian, as well as an automatic answering system accessible from anywhere in Korea.

The Rabat Process is a migration dialogue that was founded in July 2006 in Rabat to bring together African and European countries to discuss and develop pragmatic and balanced approaches to dealing with migration and development issues. 

The project aims at strengthening the role of civil society in promoting the rights of migrants, especially through dialogue with local public institutions. Beneficiaries are migrants, refugees, Moroccan returnees and the local population.

The main function of the Employment and Labour Sector (ELS) within the SADC (Southern African Development Community) Secretariat  is to facilitate and coordinate the development, harmonisation, and monitoring of the implementation of policies and programmes on employment and labour matters within the context of the Regional Indicative Strategic Development Plan.
