This bilateral program aims to facilitate actions undertaken by Senegalese diaspora members living in France for the economic and social development of their country of origin. It has four main components:

The MTM Interactive Map on Migration (i-Map) is an online interactive platform in support of the Mediterranean Migration Dialogue.

The country profiles provide factual, non-analytical information and a series of graphs illustrating the main datasets relevant to Migration and Development in the country.

The profiles give access to a plethora of information sources through hyperlinks and they cover the following thematic areas:

In Europe and elsewhere, there is a widespread image of Africa as a continent in crisis, whose population seeks en masse to find a route to Europe. The example of Senegal, however, illustrates that African migration is far more complex a phenomenon. To begin with, migration to and from Senegal has, until recently, primarily been in connection with other African states. Historically, Senegal was not a country of origin, but rather the destination of migrants.

Senegal belongs to the group of least-developed countries. It is ranked 157th of the 177 countries on the UNDP human development index (2005 figures). The population of almost 11 million, with a per capita GDP of USD 634, has a life expectancy of 56, higher than the average for sub-Saharan Africa (46.1). The literacy rate among Senegalese adults is 39.9% (29.2% for women and 51.1% for men), lower than the rates for these groups in similar countries (sub-Saharan Africa 60.5%, 2005 figures). The same applies to the gross school enrolment rate, which was 80% in 2005.

En raison du faible niveau de vie des populations, on note un accroissement de l'émigration au Sénégal. Au sein de la société sénégalaise, les transferts des fonds des migrants sont davantage orientés vers la consommation directe des ménages au détriment de l'investissement productif.

Malgré l'ampleur des flux migratoires réguliers et irréguliers, le Sénégal ne dispose ni d'une politique migratoire formelle, ni d'une structure dédiée à la gestion de la migration. Un ensemble de Ministères assurent la gestion de la migration relative à leur mandat.

Senegal and France have signed a cooperation agreement on health engaging the Senegalese diaspora in French hospitals and universities.

The overall objective of MIDA (Migration for Development in Africa) is to assist African governments to achieve their development goals through the creation and strengthening of sustainable links between migrants and their countries of origin.

MIDA focuses on the circulation of competencies, expertise and experience of the Diasporas, without jeopardizing their legal status in their host countries or newly adopted home countries.

A project operating in Senegal, Mauritania and Mali with the support of Spain in order to maximise the development benefits of migration. The project enhances the employability of migrant workers by supporting vocational training institutions as well as improved training and employment services in countries of origin. It also promotes effective reintegration of migrants in national labour markets upon return.
