Russian Concept of the State Migration Policy (planning until 2025)

Russian activities in the field of migration management are grounded on the concept of the state migration policy up to 2025, approved by the President of the Russian Federation in 2012. The Concept is a set of opinions and ideas as regards the content, principles and main areas of activity with regard to migration.

Validation of professional knowledge, skills and competencies

The regulation on conditions and procedures for validating professional knowledge, skills and competencies came into force in January 2015. The validation procedure verifies compliance of professional knowledge, skills and competences – acquired through non-formal and informal learning – with State educational requirements, and guarantees better access to vocational training and the labour market. However, only qualifications in professions and specialties included in the list of professions for vocational education and training (VET) can be validated.

Program “Healthy Ecuador, I am back for you”

In recent years, the Ecuadorian government has had an agenda with focus on the return of intellectuals and highly trained nationals who emigrated in search of better opportunities, often driven by economic incentives and hence contributing to the country’s “brain drain”. One of the policies that is being implemented in order to facilitate the repatriation of national professionals is the program “Healthy Ecuador, I am back for you”; it seeks to promote the voluntary return of Ecuadorian doctors and specialists of the health sector living abroad.

The PEI Connectors Program (funded by the Government of Canada’s Settlement Program)

• Launched to address a specific and pressing need to enhance retention of newcomers, this program provides newcomers with information, advice, and contacts with the local business community.
• Specifically, this initiative focuses on the provision of information and effective connections to the business community that will lead to the establishment of new businesses and the successful settlement of client newcomer entrepreneurs and their families.

National Employment Agency

Regarding the recognition of skills and qualifications, in partnership with the Swedish National Employment Agency, Moldova is consolidating its own National Employment Agency with the use of the latest tools and information technology, such as e-job fairs. An internship portal has recently been launched which motivates young Moldovans to return back home even for short periods of time. Moldova is undergoing projects on supporting migrants’ employment and skills recognition at the regional level.

Global Health Workforce Alliance (GHWA)

At the multilateral level, the Global Health Workforce Alliance (GHWA), is a partnership hosted and administered by the World Health Organization, provides a forum for governments, NGOs, international organizations, donors, academic institutions, professional associations and workers to search for solutions to the current "crisis" in the health workforce. 

Escuela Latinoamericana de Medicina (ELAM)

 As an example of South-South capacity building at a bilateral level: Cuba offers training of health personnel to other developing countries, for example through its Latin American School of Medicine, which produces more than 2000 graduate doctors every year for Latin America and the Caribbean; and its brigades of health professionals to fill resource gaps in poorer countries.

Partnership between Egypt and Italy for Education and Training for Egyptian Youth in Fayoum Governorate
