Africa Regional Migration Program (ARMP)

The Africa Regional Migration Program (ARMP) focuses on enhancing the capacities of host governments and civil society to support the resilience of local communities. Its primary objective is to strengthen migration governance, promote partnerships, and enhance preparedness for crises. This program will enhance the coordination and cooperation of governments in addressing migration challenges and leveraging multiple opportunities associated with well-managed migration for both migrants and host societies. 

The Southern African Development Community Qualifications Framework (SADCQF)

A regional qualification framework, the SADCQF aims to enhance regional integration in the fields of education and training by promoting regional standards and recognition of qualifications. The SADCQF is a regional mechanism for comparability and recognition of full qualifications, credit transfer, creation of regional standards and facilitation of quality assurance (QA). It consists of a set of agreed principles, practices, procedures and standardised terminology intended to meet the five purposes of the SADCQF:

East African Qualifications Framework for Higher Education

The framework aims to integrate the educational and training systems in the EAC and provide comparability and recognition of qualifications. The EAQFHE is a regional qualifications framework proposed for the East African Community Partner States. International Conference on the Great Lakes Region (ICGLR)

The International Conference on the Great Lakes Region (ICGLR) is an inter-governmental organization of the countries in the African Great Lakes Region. Its establishment was based on the recognition that political instability and conflicts in these countries have a considerable regional dimension and thus require a concerted effort in order to promote sustainable peace and development.

SADC Guidelines on the Portability of Social Security Benefits

In 2020, the Southern African Development Community adopted the Guidelines on the Portability of Social Security Benefits, through a tripartite process to help SADC countries adopt policies and regulations so that workers in SADC countries can accumulate and access social security benefits across different countries in the region.

The Non Citizen Employment Act and Regulation No1 of 2015

With regards to Refugees access to labor market, Tanzania has enacted an Act called “The Non Citizen Employment Act and Regulation No1 of 2015”.

There is a provision for the Director of Refugee Services Department, to issue a "Work Permit" and on gratis, to any qualified refugee who secure employment in Tanzania. Currently regulations to this Act are being completed to be able to guide its operation.

Migrant's Pass

The “Migrants’ Pass” has been introduced and is a tool which provide that, upon application, any persons of African descent from neighbouring countries who migrated into the United Republic before 1972 and continues to reside without having a passport or identification from their countries of origin will be granted a Migrant’s Pass, with a very minimal fee of Tshs 10,000/= per year! About 5$!

Comprehensive Migration Management Strategy (COMMIST)

Tanzania did in 2014 a joint exercise with IOM Tanzania, under Comprehensive Migration Management Strategy in Tanzania (COMMIST), aimed at register all irregular migrants in the three Western Tanzanian regions of Kigoma, Kagera and Geira. As a pilot project, in two months, 22,282 migrants were registered and given IDs. Awareness-raising and capacity building for immigration officials and regional, district and village authorities will form other key activities in this project.

Amendment of Immigration Act 2015 and Immigration Regulations 2016

Referring to its two pledges/commitment during the New York Leaders Summit, Tanzania is reviewing its 2003 refugee policy so as to abide with international requirements, like having provisions for inclusion and self reliance, and two, to provide access to local employment for qualified refugees into the local labor market.

Tanzania have also amended the Immigration Act 2015, as well as Immigration Regulations 2016 all under CAP 54, to give preferential treatment to East African Citizen, with reduced fees and entry qualifications.
