The Free Movement and Migration (FMM) West Africa project seeks to support the development of standardized procedures to collect and process migration-relevant data. The project also supports the ECOWAS Commission in the development of a regional migration profile, providing an overview of migration data and trends in the ECOWAS region.
In 2014, the OECD Development Centre, in collaboration with the International Labour Organization (ILO), initiated a three-and-a-half-year project, co-financed by the EU Thematic Programme on Migration and Asylum. The project assesses the economic contribution of labour migration in developing countries as countries of destination. Established by the council in February 2009, the JMAC brings together relevant role players to draft and oversee the City of Johannesburg’s strategy for the integration of migrants into all aspects of society in Joburg.
In 2015 Mauritius set up a diaspora scheme. It has been set up with the aim to attract members of the Mauritian Diaspora back to Mauritius to participate in the economic development of the country. It is open to any diaspora member who is willing to return and participate to the development of the country. It provides a package of incentives and benefits, such as income tax exemption, import allowances, a waiver on custom duties, exemption of payment for registration fees for residential property and a status.
Introduced in the new Immigration regulations in June 2014, the Critical skills work visa and permit saw a refreshingly forward thinking approach by the Department of Home Affairs to attracting much needed skills to South Africa and improving the visa and permit application process.
With regards to Refugees access to labor market, Tanzania has enacted an Act called “The Non Citizen Employment Act and Regulation No1 of 2015”.
There is a provision for the Director of Refugee Services Department, to issue a "Work Permit" and on gratis, to any qualified refugee who secure employment in Tanzania. Currently regulations to this Act are being completed to be able to guide its operation.
The Continental Early Warning System (CEWS) is one of the five pillars of the African Peace and Security architecture (APSA).
The CEWS is responsible for data collection and analysis and is mandated to collaborate with “the UN, its agencies, other relevant international organizations, research centres, academic institutions and NGOs” with its information to be used by the Chairperson of the Commission” to advise the Peace and Security Council (PSC), on potential conflicts and threats to peace and security in Africa and recommend the best course of action.”
The “Migrants’ Pass” has been introduced and is a tool which provide that, upon application, any persons of African descent from neighbouring countries who migrated into the United Republic before 1972 and continues to reside without having a passport or identification from their countries of origin will be granted a Migrant’s Pass, with a very minimal fee of Tshs 10,000/= per year! About 5$!
Poland has a strong cooperation with Angola. Its aim is principally to contribute to the sustainability of the Angola economic development.
At the same time it perfectly fits into the framework of the EU-Africa cooperation by addressing the needs of youth in the area of education and job creation, thus enhancing the economic potential of Angola.
Tanzania did in 2014 a joint exercise with IOM Tanzania, under Comprehensive Migration Management Strategy in Tanzania (COMMIST), aimed at register all irregular migrants in the three Western Tanzanian regions of Kigoma, Kagera and Geira. As a pilot project, in two months, 22,282 migrants were registered and given IDs. Awareness-raising and capacity building for immigration officials and regional, district and village authorities will form other key activities in this project.
