Migration Governance

In 2016, the Goverment of Indonesia adopted a presidential regulation on the management of refugees from other countries. The Regulation states that the Government works with UNHCR and IOM in managing refugees in Indonesia.

Under the Perpres, the handling of refugees is coordinated by the Minister (which deals with political, legal, and security affairs). The coordination is in the formulation of policies including: a. Discovery; b. Shelter; c. Security; and d. Immigration Supervision.

Jointly implemented with the Economist Intelligence Unit (EIU), the project involves the development of a policy-benchmarking framework to assess the extent to which national migration policies facilitate orderly, safe and well managed migration, as laid out in SDG Target 10.7.

The IGC is an informal, non-decision making forum for intergovernmental information exchange and policy debate on issues of relevance to the management of international migratory flows.

The IGC brings together 16 Participating States, the United Nations High Commissioner for Refugees, the International Organization for Migration and the European Commission. The Participating States are Australia, Belgium, Canada, Denmark, Finland, Germany, Greece, Ireland, Netherlands, New Zealand, Norway, Spain, Sweden, Switzerland, United Kingdom and United States of America.

The European Union introduced a new Migration Partnership Framework in June 2016 that fully integrates migration in the European Union’s foreign policy. This is a key element of the European Union Global Strategy.

In November 2015, IOM Member States endorsed the Migration Governance Framework (MiGOF), through Council Resolution 1310, which remains the only internationally agreed definition of SDG target 10.7 on implementing well managed migration policies. This tool does not entail any new obligations for Member States, but builds on existing international instruments, norms and research to ensure that migration is governed in an integrated and holistic way.

Through the  European Agenda on Migration, the EU aims to provide its Member States with tools to build up a coherent and comprehensive approach to reap the benefits and address the challenges deriving from migration, in the medium as well as long term.The European Commission's agenda on migration sets out a European response, combining internal and external policies, making best use of EU agencies and tools, and involving all actors.

New Zealand launched the Recognized Seasonal Employer (RSE) programme in 2007 to fill labour shortages in the horticulture and viticulture industries. The RSE began with an initial annual cap of 5,000 workers but that was raised to 8,000 for the 2009 season and 9,000 in 2015. Migrants are mostly recruited the Pacific island countries.

The Joint Migration and Development Initiative (JMDI) is a global inter-agency programme funded by the European Union and the Swiss Agency for Development and Cooperation. It focuses on the local dimension of migrants’ contribution to development and aims to maximize the potential of migration for local development. To achieve this, the JMDI provides technical and financial support to up-scale existing locally-led migration and development initiatives across 15 projects in eight target countries: Costa Rica, Ecuador, El Salvador, Morocco, Nepal, Philippines, Senegal and Tunisia.

The Mayoral Forum on Mobility, Migration and Development is the annual gathering of mayors and city leaders serving to promote globally relevant policy dialogue, foster the exchange of experiences in governing migration, and strategize on how to work collectively.
