In 2006, New Zealand introduced the Recognized Seasonal Employers Scheme (RSE) to fill labour shortages in the horticulture and viticulture industries. Under this scheme, employers can apply for RSE status to fill vacant positions. Priority is given to migrants coming from the Pacific, with the idea of encouraging a mutually beneficial relationship where employers have access to a secure labour supply and workers gain entrance into the New Zealand labour market.
The introduction of the National Rural Employment Guarantee Programme, is designed to help “increase incomes of the poor directly and reduce expenses incurred on distress migration.” Through agro-food processing, sericulture and other village enterprises, India hopes to “check rural-urban migration by gainfully employing people in villages.”
This paper focuses on the National Strategy for Accelerated Poverty Reduction for Bangladesh. The paper discusses that accelerating growth and bringing a pro-poor orientation in the growth process would be achieved through emphasizing four priority areas: accelerated growth in rural areas and development of agriculture and nonfarm economic activities; small and medium manufacturing enterprises; rural electrification, roads, water supply and sanitation; and information and communication technologies.
