Renewal of the programme to promote human rights for migrant persons in Esteban Echeverria

This action was submitted through the GFMD Mayors Mechanism Call to Local Action for Migrants and Refugees.
Through this comprehensive programme of care for migrant persons and refugees, the municipality of Esteban Echeverría seeks to ensure the defence of the rights in an adverse socio-political context.

It works on three lines of action to enable the integration of migrants and refugees:

- Territorial Strengthening
- Social and cultural integration activities

Migrant and Refugee Orientation Centre

The Migrant and Refugee Orientation Centre is a place both to meet and to receive support, aimed at all groups and communities that make up the multicultural society of the City of Buenos Aires. It seeks to centralize activities of State bodies and civil organizations and promote initiatives, meeting the needs and demands of migrants and refugees. Its activities are divided into 3 main areas: 1) Guidance and support; 2) Job training; and 3) Sport and recreation.

 

MERCOSUR Residence Agreement

Nationals of signatory States may apply for a temporary residence permit of up to two years in another country of the block, and may apply for permanent residence before expiration of the temporary residence permit. These nationals are also provided work permits, the only requirements being that they present a valid passport, birth certificate and police clearance certificate.

National Remittance Plan (Argentina)

The Central Bank of Argentina started a process in 2015 to ease foreign exchange (FX) market regulations, thereby exerting a direct and far-reaching effect on the operation of international transfers and leading to a more flexible and competitive context to send and receive remittances to and from abroad. The new regulation allows Money Transfer Operators (MTOs) access to the FX market for transfers abroad without limits on the amount transferred.

Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination (ECLM)

In 2014, the OECD Development Centre, in collaboration with the International Labour Organization (ILO), initiated a three-and-a-half-year project, co-financed by the EU Thematic Programme on Migration and Asylum. The Programa RAICES, Argentina is an initiative to reach out to expatriate researchers and encourage them to contribute to the national S&T system ant to develop scientific cooperation and research networks using connectivity.  Migrants can contribute from abroad and this is one way the Argentinian government can foster the return of skilled migrants.

Agreement on residence for Citizens of the States Parties of Mercosur and Associated States

Ecuador has negotiated a residence agreement with the countries of Mercosur and Mercosur’s associated countries with the aim of regularizing the South American migrants that are in Ecuador as well as the Ecuadorians living in countries within the region. This enables nationals and migrants alike to stay in their countries of desitnation for a specific period of time, or apply for residency after two years.
