The National Policy on Labour Migration addresses the following three broad objectives:

  • Promotion of good governance of labour migration;
  • Protection of migrant workers and promotion of their welfare and that of families left behind;
  • Optimization of the benefits of labour migration on development while mitigating its adverse impact

Governance

Transfer of Knowledge Through Expatriate Nationals (TOKTEN MALI)

The "Transfer of Knowledge Through Expatriate Nationals" program, commonly known as TOKTEN, is a program directed to the phenomenon and the expression of interest shown by qualified expatriates in participate in the development of their country of origin, via the transfer of expertise and skills.

In Mali, the TOKTEN falls under the temporary return of scientific and technical diaspora and, on an initial phase that lasted between 1998 - 2008, targeted the field of higher education.

African Capacity Building Center

The African Capacity Building Centre (ACBC) was established in 2009, in Moshi, United Republic of Tanzania to enhance the migration management capacity of African States, promote comprehensive migration governance and facilitate a diverse range of immigration and border management projects and training courses. The Centre is hosted by the Tanzania Regional Immigration Training Academy (TRITA) and this unique partnership has benefited both in terms of joint training programmes and workshops as well as regional support.

Temporary Return of Qualified Nationals

The Temporary Return of Qualified Nationals (TRQN) programme enables the Diaspora of the targeted countries to contribute to the reconstruction and development of countries of origin. The objective of the programme is to contribute to the reduction of poverty and to stimulate economic development by strengthening the institutional capacities of both public and private organisations.

Effective Governance of Labour Migration and its Skills Dimensions - Moldova, Ukraine

The project "Effective Governance of Labour Migration and its Skills Dimensions" aims to buid the capacity in both Ukraine and Moldova to:

  • analyse the skills shortages and oversupply resulting from migration;
  • balance migration flows and return with national needs and EU Member States skills needs;
  • strengthen PES capacity;
  • propose a system for validation of informal learning; guide on skills matching and qualification recognition and design of occupational profiles.

Migrant Workers Resource Centers (MRCs)

The Migration Resource Centers (MRCs) provide correct information on labour migration process, wages, working conditions and employment opportunities in destination countries (Cambodia, Thailand, Vietnam and Malaysia) in a joint ILO/IOM effort. The recent DIFD-ILO project seeks to promote "no fee" migration corridors as part of efforts to combat forced labour.



The European Job Mobility Portal (EURES)

Launched in 1994, EURES is a European cooperation network of employment services, designed to facilitate the free movement of workers. The network has always worked hard to ensure that European citizens can benefit from the same opportunities, despite language barriers, cultural differences, bureaucratic challenges, diverse employment laws and a lack of recognition of educational certificates across Europe.



This web portal provides information on access to job opportunities in 32 European countries. It also promotes the cooperation amongst national employment agencies.

General Directorate for Diaspora

The Ethiopian Directorate General for Diaspora Engagement Affairs is responsible for:

  • Implementating and following the Ethiopian Diaspora Policy;
  • Serving as a liaison between Federal, Regional Diaspora offices and Ethiopian Diaspora;
  •  Handling requests of Ethiopian Diaspora, and for;
  • Disseminating information to Diaspora through Ethiopia Diaspora website and different media outlets.
