Climate Change and Disaster Displacement

This Words into Action guide offers practical guidance to help government authorities integrate disaster displacement and other related forms of human mobility into regional, national, sub-national and local DRR strategies in accordance with Target (E) of the Sendai Framework, to revise or develop DRR strategies by 2020. It provides basic background information and highlights the various roles DRR and DRM can play in reducing, preparing for and responding to disaster displacement.

This strategy has been developed with a view to managing climate-induced internal displacement (CIID) in a comprehensive and rights-based manner. It is part of the action plan for the Government of Bangladesh (GoB) to implement the Sendai Framework. This  comprenhensive approach to displacement would ensure sustainable outcomes as it is in line with the GoB’s Social Development Framework (SDF) and other national and international DRR, CCA policy frameworks. Most importantly, the GoB is committed to implementing the UN Sustainable Development Goals (SDG).

This Staff Working Document provides an overview and assessment of existing EU policies, instruments and practices addressing displacement and migration of populations caused by disasters , the adverse effects of climate change and environmental degradation. This document underlines the increased exposure to disasters and the consequences of the current state of management of natural resources and weakened ecosystems.

The Declaration recognises the need to provide humanitarian assistance to all migrants and their family members—regardless of their legal status— during crisis situations. It encourages the ASEAN Member States to include migrant workers and their families in all stages of crisis management and ensure they have access to continuing support.

The Global Cities Fund for Migrants and Refugees (GCF) is the Mayors Migration Council’s (MMC) response to the unmet needs of cities as they support migrants, refugees, and internally displaced people (IDPs) in the face of pressing challenges, from global pandemics to the climate crisis. 

Vanuatu is one of the first countries regionally and globally to prepare a comprehensive policy on internal displacement stemming from disasters and climate change which includes recommended actions on return and reintegration, local integration and planned relocation, as well as integrating human mobility into development planning across
Government.

These Guidelines provide for the voluntary, planned and coordinated movement of people to suitable locations, away from risk-prone areas, where they can enjoy their rights under customary, national and international law, fulfilment of which is necessary for relocation to be durable.
The Guidelines establish a framework for decision-making, planning and undertaking relocation in accordance with the principles in key regional and international frameworks that provide guidance for relocation, as applicable to the context of Solomon Islands.

The Kampala Ministerial Declaration on Migration, Environment, and Climate Change (KDMECC) outlines 12 commitments by its signatory countries to address the effects of climate change on human mobility in the East and Horn of Africa region.

Over the course of three years, PICs under the Pacific Climate Change Migration and Human Security programme (PCCMHS) have been actively engaging in an ambitious exercise to develop a regional collaboration framework on human mobility as a result of climate change.

Over 24 months, the proposed project aims to mainstream the migration, environment and climate change nexus into national adaptation planning.
