It is one of 26 papers that make up a consolidated Syndicate publication focused on proposing ways to address complex and pressing issues in contemporary international migration. In technical papers such as this one, Syndicate members were invited to identify and propose ways to resolve key conundrums currently posing challenges to international migration governance. To hone their proposals, they benefited from the input of advisors with experience in bridging policy and research, whether as senior non-migration scholars, former policy makers or prominent practitioners. The papers are short and crisp contributions that provide evidence-based, innovative ideas to improve international cooperation on fostering safe, orderly and regular migration.

Migrant's Pass

The “Migrants’ Pass” has been introduced and is a tool which provide that, upon application, any persons of African descent from neighbouring countries who migrated into the United Republic before 1972 and continues to reside without having a passport or identification from their countries of origin will be granted a Migrant’s Pass, with a very minimal fee of Tshs 10,000/= per year! About 5$!

Budapest Process

Budapest Process is a good example of cooperation between countries of two regions; Europe and Asia. A successful process, it gathers over 50 countries and more than ten international organisations. It aims to foster dialogue and share best practices in managing migration flows in order to achieve concrete and results-oriented outcomes.

National Action Plan and National Referral Mechanism of Zambia

A. Need of awareness raising and building understanding 

Zambia has developed the Facilitator’s Manual, Participant’s Handbook, Guidelines and the National Referral Mechanism (NRM) to facilitate capacity building of first line officials to spearhead the implementation of the national action plans for migration related SDGs.  To this extent about one thousand eight hundred (1,800) Frontline officers have been trained in mixed migration.

Recruitment of Filipino Nurses for Germany

On February 4, 2016, the Philippine Overseas Employment Administration (POEA), an agency of the Philippine Department of Labor and Employment (DOLE) which regulates activities related to Filipino migrant workers, passed Governing Board Resolution No. 4, series of 2016, which allows private recruitment agencies in the Philippines to participate in the recruitment, deployment and employment of Filipino nurses for Germany free of placement fee charges.
