As individuals and organizations in localities across the globe mobilize to support those displaced by war, conflict, and climate disasters, meeting immediate needs of migrants and refugees is critical. At the same time, building the infrastructure needed to support and engage migrants and broader communities in the long term is essential to ensure strong life outcomes beyond the initial welcoming period.
Addressing displacement in the context of disasters and the adverse effects of climate change has been part of the regional agenda of the South American Conference on Migration (SACM) in recent years.
Government officials and humanitarian actors participated in two three-day simulation exercises, one between Kenya-Ethiopia (3-5 May 2023) and one between Uganda-Kenya (9-11 May 2023). These exercises were aimed to test and validate Standard Operating Procedures (SOPs) on admission and stay in cross-border disaster displacement contexts. Its objective was to offer pragmatic guidance for the two countries on improving collaboration in preparation for, and response to, sudden-onset hazards such as floods and landslides, which occur frequently in this region.
A number of UN agencies and partners established a Joint Programme funded under the Migration Multi-Partner Trust Fund (MPTF) to improve regional and national migration governance in the context of the adverse impacts of climate change and environmental degradation. To enhance this governance, evidence is key. The Joint Programme has therefore supported these studies. Among the sudden onset hazards that are relevant in determining such displacement figures in the IGAD region, floods and cyclones play an important role.
This Words into Action guide offers practical guidance to help government authorities integrate disaster displacement and other related forms of human mobility into regional, national, sub-national and local DRR strategies in accordance with Target (E) of the Sendai Framework, to revise or develop DRR strategies by 2020. It provides basic background information and highlights the various roles DRR and DRM can play in reducing, preparing for and responding to disaster displacement.
Thailand’s National Screening Mechanism (NSM) will be established to screen those who have protection claims in Thailand and grant a 'protected person status' to eligible applicants which in theory would protect them from arbitrary detention. However, many details remain unclear, including what protections persons with ‘protected person status’ will be able to access, and whether they will be protected from detention in practice. Discussions are ongoing for how this will be implemented.
Peer learning exchanges between governments and civil society implementers have
facilitated the sharing of ideas, experiences, knowledge, and challenges on
implementing ATD. Some countries have made significant progress in restricting or
even ending the use of immigration detention for some or all groups of people, while
others are beginning to embark on this journey. While there is no one-size fits all

The National Directorate of Migrations of Argentina implemented through Provision 891/2022 the Special Humanitarian Visa Program for nationals and residents of the United Mexican States, Central America and the Caribbean displaced by socio-natural disasters, named as "Environmental Humanitarian Visa Program", which aims to provide humanitarian protection, planned relocation and lasting solutions to people, nationals and residents in the United Mexican States, Central America and the Caribbean (23 States included) displaced by socio-natural disasters.
The National Directorate of Migrations issued on March 2022 Provision N° 417/2022 that authorizes the entry and stay in Argentina for humanitarian reasons of Ukrainian citizens and their direct family members, regardless of their nationality, in response to the crisis caused by the war that is going through that country. The measure aims to facilitate and guarantee family reunification of Ukrainian citizens, who are exempt from paying migration fees.
