Japanese Economic Partnership Agreements with Indonesia and the Philippines

The Japanese Economic Partnership Agreements with Indonesia and the Philippines established the legal framework to receive Indonesian and Filipino nurses and care workers. Japan has been receiving candidates to become nurses and care workers from these countries for years. The program provides language training and the opportunity to work in Japanese hospitals. Candidates can take the examination to become qualified nurses and care workers and access work in Japan beyond the 3- or 4 year- period foreseen by the program.

Bilateral Agreements between Indonesia and Japan

Indonesia has entered into bilateral agreement with several countries to improve the competences of Indonesian human resources through training programs, the development of competence standard and sharing of information related to labor market. More specifically, it has established cooperation with the Government of Japan on the placement of Indonesian health workers in Japan

ASEAN+3 University Network

The ASEAN University Network is tasked to promote higher education, increase linkages between universities and encourage credit transfers in ASEAN+3 countries. In realization of this vital mission, the “ASEAN +3 Higher Education Policy Dialogue” was successfully convened in Phuket, Thailand in March 2009 with full support by the Ministry of Foreign Affairs of Thailand, the Office of Higher Education Commission, Thailand and the AUN Secretariat.

The Sendai Cooperation Initiative for Disaster Risk Reduction outlines Japan's cooperation for disaster risk reduction (DRR) from 2015 to 2018, through a triple approach combining: 1) non-material assistance, such as human resource development and institutional development, 2) material assistance centering on the development of quality infrastructure, and 3) the promotion of global and region-wide cooperation.          

Indonesia-Japan Economic Partnership (IJEPA)

Japan and Indonesia have established a close economic relationship in a wide range of areas: both sides have considerable mutual commercial interest and there’s complementary nature of trade and investment structure of Japan and Indonesia.  IJEPA aims to strengthen and promote mutually beneficial economic ties between the two countries, and contribute to realizing multi-layered cooperation for capacity building in various ways.

Philippines- Japan International Corporation of Welfare Services (JICWELS) MOU on Nurses and Caregivers

The PHL and JICWELS have forged a unique hiring program which allows the Filipino candidate nurses/caregivers to take Japanese licensure exam and to practice their profession in Japan. It requires the candidates to undergo language training and cultural course in preparation for the exam. Before obtaining their qualifying as full-pledged nurses in Japan, the candidate is covered by a fully transparent employment contract with salaries equivalent to what Japanese nurses/caregivers receive.
