Memorandum of Agreement for Cooperation in Promoting Agribusiness under the OFW Reintegration Program

The partnership between the Department of Labor and Employment (DOLE) and the Department of Agriculture (DA) aims to implement joint and convergent programs, projects, and services for OFWs and their families who intend to pursue agribusiness as part of the National Reintegration Program for OFWs. They conducted a series of agribusiness investment forums in different destination countries to promote the program. 

National Strategy for Financial Inclusion (NSFI)

The National Strategy aims to optimize collective efforts toward financial inclusion in the Philippines. It aims to raise awareness, appreciation and understanding of financial inclusion and enable coordination among various stakeholders.

The objective of the National Strategy is aligned with the Philippine Development Plan (PDP), which envisions a regionally-responsive, development-oriented and inclusive financial system that provides for the evolving needs of adiverse Filipino public.

Subcommittee on International Migration Development

The Subcommittee on International Migration Development aims to raise the consciousness and appreciation of migration and development and increase coordination and convergence among migration-related agencies and other government agencies. This effort has cascaded to the sub-national level. Committees on migration and development, usually on the regional development councils have been established in four regions as of today. 

Philippine Development Plan 2011-2016 (PDP)

The Philippine Development Plan 2011-2016 adopts a framework of inclusive growth, which is high growth that is sustained, generates mass employment, and reduces poverty. With good governance and anticorruption as the overarching theme of each and every intervention, the Plan translates into specific goals, objectives, strategies, programs and projects all the things that the Philippines aims to accomplish in the medium term. 60 provisions on Migration and Development were included in 7 out of 9 chapters of the Philippine Development Plan (PDP) 2011-2016.

ASEAN Forum on Migrant Labour (AFML)

The ASEAN Forum on Migrant Labour is an open platform for the review, discussion and exchange of the best practices and ideas between governments, workers’ and employers’ organizations, and civil society stakeholders on key issues facing migrant workers in ASEAN. The forum also has produced recommendations to advance the implementation of the principle of the ASEAN declaration and protection and promotion of the rights of the migrant workers. 

Economic and Financial Learning Program (EFLP)

The Economic and Financial Learning Program is a pioneer multi-partner initiative for Filipino migrant workers and remittance-receiving family members. It is among the Bangko Sentral ng Pilipinas (BSP)’s efforts to promote financial inclusion by educating the public in basic financial matters. The program aims at helping Filipinos understand important economic and financial issues in order for them to develop the “skills needed to make well-informed” decisions and choices.

Interrelations between Public Policies, Migration and Development: Case studies and policy recommendations (IPPMD)

In January 2013, the OECD launched the project, “Interrelations between Public Policies, Migration and Development: case studies and policy recommendations”, which aims to enhance partner countries’ capacity to incorporate migration into the design and implementation of their development strategies. The project seeks to better understand how international migration affects non-migration related public policies, and conversely, how these affect migration.

Overseas Filipino Workers Total

The Bangko Sentral in Philippines (formerly know as Central Bank of the Philippines) created an interactive portal that will link users to information on the different banks on non-bank remittance companies in the Philippines, including locations of their branches abroad, remittance center, foreign banks/correspondents, products and services, and charges fees for remittance services to any part of the Philippines. The establishment of the OFW Portal is part of its efforts to improve the environment for OFW remittance flows, and to assist overseas Filipinos on their remittances concerns.

No Placement Fee Policy

The Philippines Overseas Employment Administration (POEA) implemented a rule that provides penalty for charging and or collecting placement free from workers seeking employment in countries which have laws that provide the same. The No placement fee policy is a serious administrative offense with a penalty of cancellation of license of the concerned recruitment agencies. The same administrative rule penalized that act of charging of excessive placement fees.
