Return and Reintegration

The Bahamas and the Haitian governments signed three agreements intended to further trade development between both countries and lead to a decrease in illegal migration. The agreements include a framework for bilateral cooperation, an agreement on trade and technical cooperation in agriculture and fisheries, and an agreement on the promotion and protection of investments. They cover the “need to create favourable conditions for investments” in both the Bahamas and Haiti, and urged each side to promote possible investments in one another’s private sectors, among other provisions.

The partnership between the Department of Labor and Employment (DOLE) and the Department of Agriculture (DA) aims to implement joint and convergent programs, projects, and services for OFWs and their families who intend to pursue agribusiness as part of the National Reintegration Program for OFWs. They conducted a series of agribusiness investment forums in different destination countries to promote the program. 

The Law for the Protection and Development of the Salvadoran Migrant Persons and their Families (Ley Especial para la Protección y Desarrollo de la Persona Migrante Salvadoreña y su Familia) was passed by the Parliamentary Assembly in 2011.

In the end of 2014, after the crisis declared in Honduras due to the important migration of minors, unaccompanied minors, the Government created the Task Force for Migrant Children. It is composed by different entities, as the First Lady Office, the International Cooperation Institution, the Sub Secretary of Consulate and Migrants Issues or the Sub Secretary of Human Rights and Justice. This Task Force is based on the collaboration among institutions in the government, together with other instances of international cooperation, city councils, media, as well as the Chamber of Commerce.

The Ecuadorian government elaborated a project for the return of migrant teachers to the country due to the present shortage of nursery educators as well as prepared teachers for secondary education. This program forms part of one of many governmental strategies that aims at facilitating the voluntary return of Ecuadoran nationals residing abroad.

In recent years, the Ecuadorian government has had an agenda with focus on the return of intellectuals and highly trained nationals who emigrated in search of better opportunities, often driven by economic incentives and hence contributing to the country’s “brain drain”. One of the policies that is being implemented in order to facilitate the repatriation of national professionals is the program “Healthy Ecuador, I am back for you”; it seeks to promote the voluntary return of Ecuadorian doctors and specialists of the health sector living abroad.

The ICMPD Asylum Programme for ICMPD Member States provides a forum for asylum experts and policy makers of ICMPD Member States to exchange views on current challenges in the area of asylum. The exchange of ICMPD Member States on asylum-related 'hot issues' are mainly being facilitated in the framework of round table discussions and/or expert hearings. Following a consultation process with and based on the priorities of ICMPD’s Member States the Programme so far addressed the following topics:

Since 2012 the Government of the Netherlands has been co-financing the Assisted Voluntary Return and Reintegration (AVVR) programme of IOM. The AVRR programme aims to offer vulnerable migrants stranded in Morocco and wishing to go back home, a possibility to do it in a way that assures their dignity and personal security. The programme is composed of two phases: the return phase and the reintegration phase.

It is the foundation for the implementation of a State policy on migration, with a comprehensive attention approach and adequate governance regarding the different dimensions of migration in Mexico, as a country of origin, transit, destination and return of migrants.
The objectives of the programme are the following:

The plan promotes the coordination and inter-linkage of actions over a 5 year horizon (2016-2020) and seeks to give people incentives to stay in their own countries by means of structural change that offers economic opportunities and transforms the citizen’s of the Northern Triangle of Central America quality of life, mainly in regions affected by the highest rates of poverty, migration and vulnerability.
